Signing Memorandum of understanding between People's Committee of Quang Binh province, Phong Nha - Ke Bang National Park and Cologne Zoo

(Website Quang Binh) - Because of awareness of global importance as well as values of world natural heritage and biological diversification of Phong Nha - Ke Bang National Park, Conservative Project of Cologne Zoo in Phong Nha - Ke Bang National Park has been signed since 1999.

The project has been carried out on basis of the Memorandum of agreement signed between the People’s Committee of Quang Binh province, Centre for Resources and Environmental Studies (CRES) and Cologne Zoo.

People’s Committee of Quang Binh province and Phong Nha - Ke Bang National park have lately held a signing ceremony with Cologne Zoo on Memorandum of understanding on the conservative Project of Cologne Zoo in Phong Nha - Ke Bang National Park. This memorandum of understanding takes effect to late June of 2008. Under the memorandum of understanding, the sides agreed with the following provisions:

1. The sides unanimously extent the conservative Project of Cologne Zoo in Phong Nha - Ke Bang National Park.

2. It is expected to April of 2008 (or May of 2008) the sides will sign a new Memorandum of understanding on the basis of the action Plan in the period of 5 years.

3. Cooperative agreement between the Project, Provincial People’s Committee, Phong Nha - Ke Bang National Park and Centre for Resources and Environmental Studies (CRES) will be boosted to ensure the effectiveness and the implementation according to international standards.

Cologne Zoo is not only considered as an investor but also wants to be considered as an equal counterpart. Local leader will accept the recommendations of Cologne Zoo about issues relating to conservation and wildlife preservation such as transport and preservation of wildlife in the rescue Centre, local leader will agree with recommendations of the Project Management Board. In order to ensure the principle and objectiveness in scientific research as well as avoid the sameness in investment, the Project Management Board of Cologne Zoo needs to be informed about the programs for scientific research of the third counterparts (other counterparts).

4. Main objective of the new Memorandum of understanding will put an end to hunting and illegal wildlife traffic in Phong Nha - Ke Bang National Park and its surroundings. The sides will coordinate together to strengthen the efforts in prevention from hunting and wildlife traffic, trade and use of wildlife meat in restaurants and households as well as using wildlife for medical treatment; strengthen law enforcement that plays an important role and is main responsibility of local authority (People’s Committee).

All sides pledges to combine together in order to coordinate the next activities, especially in the field of protecting forestry, putting an end to illegal wildlife traffic, supervising biological diversification, strengthening law enforcement and propagandizing in community to improve the effectiveness of conservation in Phong Nha - Ke Bang National Park.

All issues aim to ensure that Phong Nha - Ke Bang National Park in Quang Binh province will operate according to the high international standards, which is very necessary to a World Heritage.
